Welcome to South Carolina’s Workforce Innovation and Opportunity Act (WIOA) Resource Page! This page is a collection of state and federal resources that will help South Carolina workforce partners to better understand the vision, key reforms, and requirements of WIOA, and begin the process of implementation. We will regularly update this page to reflect newly developed materials and to provide status updates on ongoing WIOA projects and initiatives.

Workforce Innovation and Opportunity Act (WIOA)
The Workforce Innovation and Opportunity Act (WIOA) is designed to help job seekers access employment, education, training and support services to succeed in the labor market, and to match employers with the skilled workers they need to compete in the global economy. It is the first legislative reform of the public workforce system in 15 years.

WIOA is a federal program administered in South Carolina through the Department of Employment and Workforce and through 12 Workforce Development Areas throughout the state. A statewide board appointed by the Governor and comprised of business owners, state government officials, educators and private citizens guides policy for all WIOA-funded programs. WIOA programs help businesses meet their need for skilled workers and provide individuals with access to training that helps them prepare for work.

The S.C. Legislature has changed the requirement for UI Benefits eligibility. Claimants now must make at least two (2) weekly job search contacts through SC Works Online Services at You must register with the site and sign on with your username and password for the search to be counted in our system.

If you do not conduct two searches through the SC Works Online System you will not receive payment for the week.
