The Eligible Training Provider List (ETPL) is compiled to provide Workforce Innovation and Opportunity Act (WIOA) participants with a full array of occupational training programs designed to meet their needs for employment or a career pathway. WIOA emphasizes informed consumer choice, job-driven training, training provider performance, and continuous improvement.
The ETPL serves as a comprehensive resource featuring approved training providers and their programs. To be included on the ETPL, each training provider and program must be approved by at least one Local Workforce Development Area (LWDA). Only those training providers and corresponding programs that are listed on the ETPL may qualify for WIOA training funds.
Approved training providers and programs, along with information on program costs, performance, and credential outcomes, are available on the ETPL. With guidance from SC Works case management staff, WIOA participants can use the ETPL to assess and choose approved training services that best suit their career objectives. Case management staff help eligible participants with the referral process to the training provider to arrange a payment agreement between the eligible participant and the eligible training provider. The training services are funded by individual training accounts. Only approved eligible training providers and programs listed on the ETPL may receive WIOA funding for training services.
Inclusion of a training provider or their programs on the ETPL does not guarantee funding an LWDA or an SC Works Center, nor does it imply that referrals will be made to the training provider.

Each LWDA has its own specific policies and procedures for administering the WIOA program. Can I choose my own training provider and program?
A WIOA participant who is determined eligible for training may select an approved training provider and program from the ETPL after consulting with appropriate SC Works staff.
Does being on the ETPL guarantee that WIOA will pay for my training?
No. Inclusion of a training provider and their programs on the ETPL does not guarantee WIOA funding for a prospective student from a Local Workforce Development Area or an SC Works Center, nor does it imply that referrals will be made to the training provider.

To apply for a Workforce Pell program, it is recommended that you speak with the financial aid office at the institution you plan to attend. They can confirm whether they offer an approved short term workforce training program that qualifies for Workforce Pell.

Registered Apprenticeship Information for Jobseekers
Under The Workforce Innovation and Opportunity Act (WIOA), registered apprenticeship program sponsors can list their related technical instruction or classroom training on the state's ETPL to receive training funds for participants.
Eligible WIOA participants use individual training accounts to pay for the classroom or related technical instruction portion of an approved registered apprenticeship. The registered apprenticeship sponsor and program must be included on the ETPL to be eligible to receive WIOA funding.
WIOA funds may also support the on-the-job (OJT) learning component of the registered apprenticeship through wage reimbursements alongside classroom funding. OJT funding is under a contract with the Local Workforces Development Board.
Contact your local SC Works center to state that you want to participate in a WIOA funded Registered Apprenticeship program. A SC Works center staff member will help pair you with an eligible employer or training track.
