Policies & Guidance

Pursuant to the provisions of the Workforce Innovation and Opportunity Act (WIOA}, a Local Workforce Development Board (LWDB) must be established in each workforce development area within the state and must be certified by the Governor. The purpose of this instruction is to issue additional state criteria regarding LWDB composition requirements. These criteria will assist chief elected officials in appointing appropriate representatives with optimum policymaking authority within the organizations, agencies, or entities represented and ensure that LWDBs create required standing committees. This policy guidance replaces State Instruction 14-03. 

To provide guidance on the reallocation or adjustment of State Workforce Development Board (SWDB)-approved funding by the Department of Employment and Workforce (DEW) staff.

To provide guidance on the requirements for the Integrated Business Services Team (IBST) within each Local Workforce Development Area (LWDA).

To provide guidance regarding the collection and use of social security numbers (SSNs). 

To establish the minimum physical security standards, procedures, and training requirements in SC Works centers.

To provide guidance regarding the redaction of electronic and physical documents containing Personally Identifiable Information (PII) and other sensitive information.

To provide guidance regarding the SC Works learning management system (LMS): the SC Works Training Center.

To provide standardized guidance for statewide customer satisfaction surveys. This guidance replaces State Instruction Letter 24-02.

To provide State guidance regarding the certification of SC Works centers and the SC Works service delivery system, including the SC Works Certification Standards and suggested methods for evaluating compliance. This guidance expires State Instruction Letter 24-01.

To provide state policy on the required use of the SC Works Online Services (SCWOS) Greeter for traffic reporting in all comprehensive and affiliate centers, as defined in State Instruction 19-03: SC Works Centers and the One-Stop Delivery System.
