To provide updated guidance for Unemployment Insurance (Ul)-approved training for Wagner-Peyser (WP) participants or registered-only individuals receiving General Educational Development (GED) services. 

To provide guidance on the process by which organizations qualify as eligible providers of training under the Workforce Innovation and Opportunity Act (WIOA) and the roles and responsibilities of the Local Workforce Development Boards (LWDBs) and the State regarding the Eligible Training Provider List (ETPL).

To provide guidance on managing job orders in SC Works Online Services (SCWOS). This policy rescinds State Instruction 13-01 and 13-01, Change 1.

To provide guidance on employer account management through the SC Works Online Services (SCWOS) system, and to require verification of both an employer's Federal Employer Identification Number (FEIN) and SC Unemployment Insurance (UI} tax account number during the employer account verification process. This policy rescinds State Instruction 13-01 and 13· 01, Change 1.

To provide guidance regarding the HIRE Vets Medallion Program.

To issue state policy for the development and effective use of Individual Service Strategies (ISS) and objective assessments for Workforce Innovation and Opportunity Act (WIOA) Title I Youth.

To issue state policy for the development and effective use of Individual Employment Plans (IEP) for Workforce Innovation and Opportunity Act (WIOA) Title I, Wagner-Peyser (WP), Trade Adjustment Assistance (TAA), Reemployment Services and Eligibility Assessment (RESEA), and Veterans' Services participants.

This guidance changes the Wagner-Peyser (WP} Initial Assessment procedures for the Department of Employment and Workforce (DEW) staff in the comprehensive SC Works centers. This policy does not apply to the Reemployment Services and Eligibility Assessments (RESEA) program. This policy guidance replaces State Instruction 15-07.

To provide guidance regarding the use of Workforce Innovation and Opportunity Act (WIOA) funds for legal aid services as a supportive service for eligible participants.

This guidance includes an updated list of eligible persons defined as having a Significant Barrier to Employment (SBE) and other veteran populations eligible to be served by the Disabled Veterans' Outreach Program (DVOP), to include the addition of Vietnam-era veterans and eligible transitioning service members, spouses, and family caregivers.
