To issue state policy for the development and effective use of Individual Service Strategies (ISS) and objective assessments for Workforce Innovation and Opportunity Act (WIOA) Title I Youth.

To issue state policy for the development and effective use of Individual Employment Plans (IEP) for Workforce Innovation and Opportunity Act (WIOA) Title I, Wagner-Peyser (WP), Trade Adjustment Assistance (TAA), Reemployment Services and Eligibility Assessment (RESEA), and Veterans' Services participants.

This guidance changes the Wagner-Peyser (WP} Initial Assessment procedures for the Department of Employment and Workforce (DEW) staff in the comprehensive SC Works centers. This policy does not apply to the Reemployment Services and Eligibility Assessments (RESEA) program. This policy guidance replaces State Instruction 15-07.

To provide guidance regarding the use of Workforce Innovation and Opportunity Act (WIOA) funds for legal aid services as a supportive service for eligible participants.

To provide the South Carolina workforce system a universal definition of business size classifications.

To revise the State policy concerning the definition of commuting area pursuant to transportation allowances, subsistence, job search allowances, and relocation allowances under the Trade Adjustment Assistance (TAA) Program.

To inform staff in all SC WORKS Centers of the requirement to provide Veterans with a 24-hour period of priority in job referrals to all staff-entered and employer-entered job orders in SC WORKS Online Services (SCWOS).

To address whether a business can utilize both an Apprenticeship Training and the Work Opportunity Tax Credit programs simultaneously.

This guidance provides additional detail on implementation of the Workforce Investment Act (WIA) participant lifetime IT A cap imposed by the State Workforce Investment Board (SWIB).

To clarify when a paid work experience activity may be classified as a "training situation" for the purpose of paying stipends versus wages to participants.
